Hurricane Katrina And Its Aftermath

Hurricane Katrina was a Category 5 hurricane that made landfall near Biloxi, Mississippi on August 29, 2005. The storm continued to move northward and strengthened into a major hurricane as it reached the Gulf of Mexico. Katrina ultimately caused extensive damage along the Gulf Coast, killing at least 1,500 people and causing $125 billion in damages.

In response to the impending danger posed by Hurricane Katrina, the Federal Emergency Management Agency (FEMA) had been preparing for such an event since at least 2001. In 1996, following the devastation of Hurricane Fran, Congress established the National Preparedness Task Force (NPTF) in order to develop recommendations on how best to prepare for and respond to natural disasters. The NPTF's final report, released in 1999, outlined five levels of preparedness: emergency management; mitigation; emergency response; recovery/recovery coordination; and vulnerability assessment.

Since its inception, the NPTF has made significant progress in developing effective preparedness plans and policies. COG Plans help ensure that critical government functions are maintained even if major infrastructure is destroyed or unavailable.
